Stefanie Atchinson

Senior Associate

Stefanie is a senior associate in the Infrastructure team, specializing in the delivery of complex infrastructure and renewable energy projects. She focuses primarily on advising sponsors, lenders and other private sector participants on the construction, operation and financing aspects of projects.

Stefanie advises on both primary projects and also the acquisition and disposal of projects in the secondary market. Her practice covers a wide range of sectors including renewable energy, waste, social housing, health and education.

  • Advising Equitix on the University of London, Duncan House PPP Procurement for the funding and operation of student accommodation, a mixed-use 33-storey landmark building with three main components: student housing, private residential and academic space.
  • Advising sponsors Uliving (an Equitix, Bouygues Developments and Derwent consortium ) on the Bath Court Student Accommodation Project in Birmingham (the demolition of an existing office building and construction of an 11-storey student accommodation building with 435 en-suite beds including ancillary facilities and a ground floor retail unit) (£35 million).
  • Advising sponsors Equitix (an Equitix and Derwent joint venture) on the University of Shrewsbury Student Accommodation Project.
  • Advising sponsors Equitix (an Equitix and Kier Project Investments joint venture) on the £30 million University of Bangor Student Accommodation PPP Project.

  • Advising sponsors Sir Robert McAlpine (an Equitix, Forth Holdings and Sir Robert McAlpine consortium) on North East schools (Batch 2 of the Priority Schools Programme) (£113 million).
  • Advising Morgan Sindall Construction in its role as building contractor on (i) Hertfordshire, Luton & Reading schools (£140 million), (ii) Yorkshire schools (£120 million) and (iii) North West schools (£123 million) (Batches 1, 2 and 3 of the Priority Schools Programme).

Healthcare

  • Advising sponsors Equitix (an Equitix and Land Group joint venture) on a number of asset-backed PPP schemes in Northern Ireland (primarily GP/care accommodation) (£80 million).
  • Advising project sponsors Equitix (an Equitix and MedicX Healthcare joint venture) on three separate primary care centers in Dublin (valued at €30 million), providing infrastructure for doctors, the HSE, community nurses and pharmacists.

Operational Experience

  • Offering ongoing legal advice to Partners for Islington on two operational Housing PFI projects, including reviewing of current PFI arrangements with a view to achieving better VfM and operational issues.
  • Advising S4B Limited on operational issues for Brunswick Housing PFI such as stopping up orders, LADs and sub-contractor disputes.

Housing

  • Advising sponsors Equitix (a Symphony Housing − Galliford Try − Equitix consortium) on the £83 million bond finance Brunswick social housing PFI Project, which is a significant mixed-use, mixed-tenure scheme, to financial close.
  • Advising sponsors Regenter Limited (a Pinnacle Housing and John Laing joint venture) on the £150 million Lambeth HRA housing PFI and regeneration scheme to financial close.

Secondary Market Work

  • Carrying out project due diligence for John Laing Infrastructure Fund and advising on a number of secondary market acquisitions in the housing, health and education sectors, including intra-group and third-party acquisitions.
  • Advising Equitix Limited on two significant secondary market acquisitions, which include street lighting, education, health and leisure assets.
