Gemma Newell


Gemma joined Squire Patton Boggs in the Leeds office in June 2006. Gemma is a lawyer in our Planning team and is also involved in various aspects of compulsory purchase orders.

She advises both public and private sector clients on general planning matters, including planning agreements and the procedure for planning appeals.


  • Preparing and submitting planning appeals on behalf of various developer clients. Advising and assisting in preparing evidence via all appeal process (written representations, hearing and public inquiry).
  • Advising on the preparation of evidence and attendance at a Necessary Wayleave Hearings for SP Manweb and Northern Powergrid.
  • Assisting in the preparation, submission and confirmation of a CPO for the London Borough of Redbridge Council in relation to residential development scheme in Chigwell.
  • Preparing advance payment and full and final compensation agreements in relation to a Compulsory Purchase Order by Gosport Borough Council.
  • Negotiating and drafting section 106 agreements in relation to housing schemes.
  • Due diligence and planning assistance for acquisition of development sites.
