Senior Associate

Mimi Brouillette has broad experience in various healthcare and finance related issues. She routinely represents clients in Medicare and Medicaid coverage and reimbursement litigation in agency appeals and in federal courts. She also advises hospitals and other healthcare organizations in operational, regulatory and transactional matters.

Mimi is a native Mandarin speaker and assists with negotiations and development of projects with Chinese and other international clients, with a focus on healthcare.

  • Representing providers before the Provider Reimbursement Review Board, the Administrator of CMS, and in federal courts, and in negotiations with HHS.
  • Successfully negotiated a settlement of reimbursement dispute from HHS on behalf of 15 hospitals, totaling US$32 million. 
  • Counseling providers and national health agencies in the Middle East and North Africa (MENA) Region, as well as in China. 
  • Advising providers on issues relating to the value-based payment systems. 
  • Defending providers and county health agencies against potential fraud and abuse allegations.
