Richard Glover is a partner in the Planning team. He has particular experience of representing energy and utility clients in terms of generation projects.
In particular he specialises in advising developers of renewable generation projects. He regularly advises clients on the form and content of planning applications and environmental statements, as well as acting as advocate at planning inquiries, following refusal or non-determination of applications by local planning authorities.
Richard advises developers and electricity companies in relation to applications for Section 36 and Section 37 Consent under the Electricity Act 1989, concerning the development of renewable and conventional generation and overhead distribution or transmission lines. He has also handled many applications for necessary wayleaves and has been involved in the preparation for and the coordination of wayleave hearings, acting as advocate at many such hearings.
Richard has practical experience of conducting lengthy planning inquiries, including advising on proofs of evidence, coordinating large inquiry teams and instructing and assisting leading and junior Counsel, when he is not acting as advocate himself. He has public inquiry advocacy experience in respect of a wide range of projects and developments, from wind farm and biomass projects to housing schemes.
Richard’s key energy clients include E.ON Climate & Renewables, GreenPower Limited, National Grid plc, Peel Energy, Ridgewind, SP Manweb plc, Wingas plc and Wind Prospect Developments Limited.
