Pedro Hernández, a Public & Infrastructure Finance Partner, specializes in representing clients on public finance matters, serving as bond counsel, underwriters’ counsel, disclosure counsel and borrowers’ counsel in a variety of issues, for both new money and refinancing purposes, including general obligations, revenue obligations, special assessments and other tax-based financings.
Pedro works with some of the largest and most sophisticated bond issuers in Florida, Puerto Rico and the US Virgin Islands and has worked on transactions that have financed, among others, infrastructure improvements, higher education and charter school educational facilities, economic, community and residential development, electric facilities, water and sewer facilities, healthcare facilities, airports and seaports.
- Served as bond, disclosure, underwriter’s, borrower’s and special counsel on well over 100 financings, totaling over US$30 billion in the past five years.
- Served as bond counsel to Miami-Dade County in connection with numerous financings totalling over US$10 billion for purposes of financing and/or refinancing water and sewer facilities, seaports and other capital projects.
- Served as counsel to the dealer managers in connection with implementation of Government Development Bank for Puerto Rico Title VI Oualifying Modification and the Puerto Rico Sales Tax Financing Corporation Title III Plan of Adjustment under the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA), which were the first such Title VI and Title III restructurings consummated under PROMESA.
- Served as bond counsel and underwriter’s counsel to approximately US$2 billion community development district financings in Florida.
