Jessica M. Hoke


Jessica Hoke is a member of the Squire Patton Boggs Antitrust & Competition Practice Group. Her antitrust practice focuses on client counseling on a variety of business practices and competitor collaborations, merger review representation before the Federal Trade Commission (FTC) and the US Department of Justice, as well as both civil and criminal antitrust litigation and other government investigations.

Prior to joining Squire Patton Boggs, Jessica was an attorney advisor in the FTC’s Office of Policy Planning, where her practice focused on implementing long-term competition policy issues in industries such as healthcare, technology and media. She counseled state legislators and officials on federal antitrust principles and consumer protection issues through the FTC’s advocacy program and supported investigations, case analysis and development, and litigation efforts. She also has experience in the government contracting industry.


  • Counseled the Hong Kong Competition Commission in the development of its draft Guidelines under the Competition Ordinance. 
  • Represented a major multi-specialty medical group in its acquisition of a competing physician practice group. After being closely scrutinized, obtained clearance for the transaction without divestiture or other antitrust relief. 
  • Represented two cable television associations before the US Department of Justice and the Federal Communications Commission in comments on a proposed merger.

  • Jessica is a member of the Virginia State Bar, the Women’s White Collar Defense Association, and the Antitrust Section of the American Bar Association, where she is a vice chair of the Public Education and Oral History Committee.
