Qatar has issued a new law governing tourism, Law No. 6 of 2012 (the “Tourism Law”). The new law forbids anyone from establishing, building, exploiting or managing a hotel or tourist entity, or practicing a tourist activity, without obtaining a license from the Qatar Tourism Authority. “Hotel Entities” are described as all hotels, tourist resorts, hotel apartments, tourist camps, floating hotels, tourist ships, and other places intended for tourists’ accommodation, and any other entities that are considered to be hotel entities by virtue of a resolution made by the Minster of Business and Trade.
