Postponed Acceleration of the Enactment of New Russian Citizens’ Data Storage Requirements

    This note provides an overview of the most recent developments with regard to Federal Law No. 242-FZ dated July 21, 2014, which introduced new data storage requirements (the “Data Storage Law”).

    Draft Law No. 596277-6 (the “Effective Date Change Bill”) was submitted to Russian Parliament (the “State Duma”) on September 1, 2014, proposing to change the effective date of the Data Storage Law from September 1, 2016 to January 1, 2015.

    The Effective Date Change Bill was passed by the State Duma in two readings; however, based on reports in today’s Russian press, the third reading has been postponed indefinitely and the proposed date change is likely to be rejected in full at this stage.

    However, the Data Storage Law itself remains in place, and the effective date thereof continues to be September 1, 2016.
