    In a May 7 Bloomberg BNA article, DC Senior Policy Advisor Norma Krayem told BNA that an executive order signed by President Obama in early 2013 “dramatically changes the landscape” and takes the place of much of what was in the administration’s previous legislative proposal as it relates to critical infrastructure. According to Ms. Krayem, the order, which includes the development of cybersecurity standards by the National Institute of Standards and Technology, provides a starting point for the administration to work collaboratively with the private sector, while simultaneously pressing for legislative action. “The executive order sets out a process for all agencies to review their existing authorities and report back to the White House, which will tell the administration what tools they have and what they don’t,” she said. “At the same time, they will want to see how the private sector engages in the creation of the framework and, ultimately, if the private sector actually agrees to participate in the voluntary program.”
