Victoria Bowser is a healthcare finance lawyer with more than a decade of experience counseling state and local government issuers, borrowers and underwriters of federally taxable and tax-exempt bonds issued for the benefit of nonprofit hospitals and health systems located across the US. Her special focus on healthcare finance is complemented by extensive experience with financing transactions for the benefit of colleges, universities and other nonprofit organizations.

    Over the past decade, Victoria has also gained extensive experience counseling state and local government issuers, borrowers, underwriters, lenders and credit-enhancers of tax increment, special assessment and economic development bond financings and financings for multifamily housing.

    Victoria counsels clients on all facets of bond finance, including bond documentation, issuer and borrower governing body approval, tax and securities law, disclosure, marketing, sale and issuance.
