Matthew Buckwell is an associate in the Communications team in London.

    Matthew regularly advises on issues arising from the EU’s proposed reform of the regulatory framework for the electronic communications sector and the proposed e-privacy regulation. In particular, he has provided advice on how the updated legislation would apply in practice to both traditional telecommunication services and over-the-top services. Matthew also regularly prepares a detailed client report on updates relevant to telecoms and data protection.

    Matthew also advises on international licensing regimes for telecommunications and broadcasting. He also has experience working with telecoms companies through assisting with developing reseller and distribution agreements, advice on net neutrality and drafting commercial agreements.

    He has advised clients on compliance with the EU General Data Protection Regulation and assisted clients with the EU-US Privacy Shield, including self-certification requirements, data transfer agreements, onward transfer agreements and ongoing compliance.

    Matthew undertook a secondment to Barclays bank for six months in the Operations, Technology and Commercial team where he negotiated commercial contracts on a wide range of subjects, including cloud-based services, artificial intelligence and machine language software and insurance brokerage contracts.

    Matthew has a keen personal interest in technology, which helps him to advise on new and evolving technologies, including blockchain, fintech, data protection and video games.
