Alfred’s areas of practice include energy and infrastructure projects, banking and finance, M&As, joint ventures and general corporate advice.

    He has been involved in almost all of the PPP infrastructure projects in Singapore, having advised both governments and bidders on the structuring, documentation and negotiation of such projects.

    He has also advised banks and corporate borrowers on financing transactions (particularly project financing transactions) in Asia, Australia and Africa.

    • Currently advising Singapore Public Utilities Board on Singapore’s fifth desalination project, the Jurong Island Desalination Plan.
    • Advised the Public Utilities Board of Singapore (PUB) on the (1) Changi NEWater II project, (2) Tuas Desalination Plant project, (3) Changi NEWater I project, and (4) the Ulu Pandan NEWater project.
    • Advised the National Environment Agency of Singapore (NEA) on the (1) district pneumatic refuse collection project, (2) a recycling plant project, and (3) the Senoko Incineration Plant project.
    • Advised Defence Science and Technology Agency of Singapore (DSTA) on its (1) multi-use firing range project, and (2) its basic wing course (fighter training jet) project.
    • Advised a bidder in connection with the Singapore Changi Motorsports Hub project.
    • Advised the Macquarie/John Laing consortium on Singapore’s SportsHub project.
    • Advised a Korean bank in the due diligence of a waste to energy power plant project in Sri Lanka.
    • Advised a Singapore company on the development of a gas fired power plant in Myanmar.
    • Advised bidders on a bid for a 600 MW coal-fired power plant in Java (Cirebon), Indonesia as well as a bid for a 2x100 MW coal-fired power plant in Sumatra, Indonesia.

    Banking and Finance

    • Advising an Indonesian borrower on a US$450 million term loan and working capital facilities.
    • Advised on a more than RM1 billion dual currency project financing of an independent deepwater petroleum terminal at Pengerrang, Johor, Malaysia.
    • Advised a US multinational on the securitization of its receivables.
    • Advised Korea Development Bank (Singapore branch) on a term loan facility to an Indonesian company.
    • Advised Rotary Engineering Limited in obtaining multicurrency revolving facilities (including LC facilities) from Arab Bank Plc, Singapore Branch and Arab National Bank.
    • Advised a mezzanine financing fund on the debt restructuring of a Chinese water company, including subscription of shares by a new investor.
    • Advised UOB on a syndicated US$143 million refinancing transaction in Indonesia.
    • Advised Leighton/Thiess in their participation in the US$400 million financing of the Bumi Resources acquisition of PT Kaltim Prima Coal.
    • Advised Bank of Western Australia Ltd on cash, performance bond and hedging facilities to fund the Mt Garnet zinc project in Queensland, Australia.
    • Advised a syndicate of investment banks on a syndicated note facility to fund a bankable feasibility study for the Lumwana mining project in the Republic of Zambia.
    • Advised Rothschild on a cash facility and associated hedging facilities to fund the partial payment for the acquisition of the Tasaist gold project in Mauritania.


    • Advised Tata on the acquisition of a 30% interest in PT Kaltim Prima Coal and PT Arutmin Indonesia (two of the largest coal mines in Indonesia).
    • Advising a Singapore listed company on a joint venture exit in Saudi Arabia.
    • Advising a Dutch company on a joint venture to own and operate tank farms in Korea.
    • Advising a Dutch company on the disposal of tank farms in Japan.
    • Advised a Japan focused private equity fund on the sale of a Japanese company.
