Billy Cooper counsels major domestic and international corporations on how best to approach business transactions with the United States and foreign governments. He concentrates on matters involving public policy, domestic and international business transactions, legislation and government procurement.
With over 23 years of legal experience, Billy brings clients a wealth of knowledge in public policy, business transactions, contracts, procurement, mergers and acquisitions, government contracts, international law, employment and labor law, environmental law, claims and risk management. Billy's practice is based in Denver, though he frequently works out of Squire Patton Boggs’ Washington DC office.
Before joining the firm, Billy held positions in corporate legal departments and private law practice. He served as general counsel to Foster Wheeler Environmental Corporation where he was responsible for all domestic and international legal matters and subsidiaries. As a member of the company's Executive Committee, he helped shape the company's worldwide business strategy.
Billy also served with the US Navy, and was honorably discharged as a Lieutenant Commander. While in the Navy, he served on ship duty, as well as domestic and international assignments.
