Caroline Howard is an associate in the Communications Practice focusing on communications law, including regulatory and transactional issues involving US and international telecommunications matters.
Caroline helps advise international service providers entering the US market on regulatory due diligence, foreign ownership issues and ongoing regulatory compliance. She has assisted licensees with Federal Communications Commission (FCC) matters, including assignments, transfers of control, enforcement and revocation proceedings, including negotiations with Team Telecom.
Prior to joining the firm, Caroline was a legal intern at an international manufacturer of transportation fuels, other petrochemical products and power, where she reviewed international contracts, researched current law in states regarding its ethanol plants and wrote memoranda to refineries, wholesalers and retailers on new California Proposition 65 regulations.
Before pursuing a legal career, Caroline obtained experience in the business world. She worked at a nonprofit that helps hardworking small business owners access the money and resources they need to grow their business, where she reviewed and edited business plans for clients.
In addition, Caroline spent a summer at a multinational professional services network as an assurance services intern, honing her skills in accounting and finance by creating control templates and performing walk-throughs for significant transactions.
While at the University of Virginia, Caroline drafted a comprehensive business plan for Home2 Suites that was selected by Hilton Worldwide as Best in Category Presentation.Caroline holds a B.S. from the University of Virginia (UVA); dual Master’s degree plus certificate in international business from UVA, Lingnan (University) College in Guangzhou, China, and ESADE Business School in Barcelona, Spain; and a J.D. from Georgetown University.
