Leroy Levy leads our project development team in the Middle East. Leroy specialises in infrastructure and energy projects, with particular expertise in Saudi Arabia. Leroy represents clients in a variety of projects and related transactions, particularly in the field of public private partnerships and the utilities and petrochemical sectors.
He has worked on a number of big ticket, first-of-a-kind transactions, including the US$20 billion Sadara petrochemical complex, the world’s largest petrochemical project, and the US$2 billion air separation unit build-own-operate project at Jazan, Saudi Arabia.
A frequent author and speaker on topics related to infrastructure projects in the region, Leroy is on the United Nations Economic Commission of Europe’s roster of experts.
Leroy was recognised by Chambers EMEA 2018 for “Saudi Arabia Projects and Energy” and by The Legal 500 for helping shape the Saudi Arabian power and water sector. The Legal 500 has also recognised him for his leading role in closing the Jazan ASU project, the first such project to be financed entirely on an Islamic finance basis.
