Leroy Levy leads our project development team in the Middle East. Leroy specialises in infrastructure and energy projects, with particular expertise in Saudi Arabia. Leroy represents clients in a variety of projects and related transactions, particularly in the field of public private partnerships and the utilities and petrochemical sectors.

    He has worked on a number of big ticket, first-of-a-kind transactions, including the US$20 billion Sadara petrochemical complex, the world’s largest petrochemical project, and the US$2 billion air separation unit build-own-operate project at Jazan, Saudi Arabia.

    A frequent author and speaker on topics related to infrastructure projects in the region, Leroy is on the United Nations Economic Commission of Europe’s roster of experts.

    Leroy was recognised by Chambers EMEA 2018 for “Saudi Arabia Projects and Energy” and by The Legal 500 for helping shape the Saudi Arabian power and water sector. The Legal 500 has also recognised him for his leading role in closing the Jazan ASU project, the first such project to be financed entirely on an Islamic finance basis.

    • Advised ACWA Holding on the US$2 billion air separation unit project financing at Jazan, Saudi Arabia. This deal won the Project Finance International (PFI) award for Industrial Deal of the Year for the Middle East & Africa region, the Global Financial Conferences (GFC) Prize for Project Finance Deal of the Year in the Middle East, IJ Global Awards 2016 – MENA Petrochemicals Deal of the Year for 2015, IFN Awards 2016 – Honorable Mention for 2015, IFN Awards 2016 – Best Law Firm for Project Finance for 2015, and Runner up for Project Finance Deal of the Year for 2015 by Bonds, Loans and Sukuk Middle East Awards.
    • Advised Sadara with respect to a multimillion-dollar packaging centre facility at its US$20 billion petrochemical complex in Jubail, Saudi Arabia.
    • Advising Sadara with respect to a multimillion-dollar “drumming” manufacturing facility at its US$20 billion petrochemical complex in Jubail, Saudi Arabia.
    • Advised Farabi Petrochemicals Company with regard to a US$1 billion petrochemical project in Jazan.
    • Advised Gulf Bank of Kuwait with respect to a proposed US$600 million project financing of an upstream gas facility to be procured on a BOT basis.
    • Advised the Qahtani Group with regard to a US$200 million phosphate project in Jubail.
    • Advised NAMA with regard to a multimillion-dollar petrochemical project in Jubail, including advising on construction contracts, off-take arrangements and licensing agreements.
    • Advised Chevron Philips and Saudi Industrial Investment Group with regard to a US$2 billion expansion of its polypropylene petrochemical complex in Jubail.
    • Advised Tasnee with regard to a US$250 million polypropylene petrochemical project in Jubail.
    • Advised SIPChem with regard to its US$200 million butanediol petrochemical project in Jubail.
    • Advised the mandated lead arrangers with regard to the multibillion-dollar United/JUPC polypropylene and ethylene petrochemical project in Jubail.

    Utilities, Including Power and Water

    • Advising Suez, Sojitz and Besix with respect to a bid for the Taweelah Independent Water Project in Abu Dhabi, UAE.
    • Advising Suez, Hassana and Khorayef with respect to a bid for the Dammam Independent Sewage Treatment Project and the Jeddah Airport 2 Independent Sewage Treatment Project.
    • Advised Muhaidib Contracting with respect to the Manfouha Independent Sewage Treatment Project.
    • Advised Saudi Tabreed with respect to a BOT district cooling project at the King Khalid International Airport, Saudi Arabia.
    • Advised Miahona with respect to a BOT reverse osmosis project at the King Khalid International Airport, Saudi Arabia.
    • Advised Jeddah Urban Development and Regeneration Company with respect to infrastructure projects related to the Heart of Jeddah Development project.
    • Advised ACWA Holding and Al Toukhi with respect to the US$3 billion Yanbu III power and desalination project.
    • Advised a bidding consortium with regard to the Al Amara IPP in Iraq.
    • Advised Saudi Masader, Taiwan Power Company, Taiwan Water Company and Taiwan Cogeneration Company in respect of a bid for the US$5 billion Ras Azzour independent water and power project.
    • Advised Maaden with regard to a water purchase agreement and the construction of a power and water plant at Raz Azzour, Saudi Arabia. The counterparty to the water purchase agreement was the Saline Water Conversion Corporation.
    • Advised ACWA Power, Mitsubishi Corporation and Gulf Investment Corporation with regard to the US$2.5 billion Shuqaiq IWPP, the second IWPP in Saudi Arabia to reach financial close.
    • Advised ACWA Power, Tenaga Nasional, Malakoff Berhad and Khazanah Nasional with regard to the US$3 billion Shuaibah IWPP, the first IWPP in Saudi Arabia to reach financial close.
    • Advised the King Abdullah Economic City with regard to structuring, drafting and negotiating EPC contracts for power generation, power distribution, power transmission and wastewater.

    PPP Projects

    • Advised Tatweer Buildings Company with respect to the first schools PPP project in Saudi Arabia.
    • Advised the Ministry of Municipal and Rural Affairs with respect to various municipal PPP projects in Saudi Arabia.
    • Advised the Ministry of Environment, Water and Agriculture with respect to a veterinary public private partnership project.
    • Advised Tasheel and VFS Global with regard to a public private partnership project in relation to the collection of biometric data and issuance of visas.
    • Advised the King Fahad Medical City with regard to a BOT healthcare centre.
    • Advised Knowledge Economic City with regard to the corporate structuring of the company. Also advised Knowledge Economic City with regard to real estate matters and a BOT district cooling project.
    • Advised Hail Economic City with regard to property development agreements in connection with the light industrial area of Hail Economic City.
    • Advised the Mobily consortium with regard to the bid for the second GSM licence and subsequently leading the team with regard to setting up Mobily, a pre-incorporation IPO and a substantial Islamic financing.

    Transportation

    • Advising the Royal Commission of Jubail and Yanbu with respect to the Jubail Airport terminal PPP project.
    • Advised Sadara on a multimillion-dollar port deal with respect to its US$20 billion petrochemical complex at Jubail, Saudi Arabia.
    • Advised Metro Jeddah Company with regard to the Jeddah integrated transportation project, including a metro and commuter rail projects.
    • Advised Sadara with regard to a rail transportation construction and services project at Jubail, Saudi Arabia.
    • Advised on various construction contracts in relation to the Al Haramain High Speed Rail Link project.
    • Advised a bidding consortium comprising MASIC, Malaysian Airports Authoritiy and Khazana Berhad with regard to a US$2 billion PPP airport project at the Prince Muhammad bin Abdulaziz, International Airport in Medina.
