Shaheer Momeni focuses on complex domestic and cross-border project finance and development, banking and PPP transactions, mainly in the energy and power, infrastructure, mining, and oil and gas sectors. His practice also encompasses international dispute resolution, including arbitration and commercial litigation.

    He has experience in major financial centres, as well as in emerging and developing markets. He has worked in London, Frankfurt, Kabul (Afghanistan), Makkah (Saudi Arabia), Abu Dhabi and Dubai, and has advised on transactions and disputes in the Middle East, Europe, Asia and Africa. Shaheer previously served as Legal Advisor to the Ministry of Commerce & Industry of Afghanistan.

    • Represented the concessionaire in relation to variations to a major defence sector PPP/PFI project, the UK.
    • Represented the project companies and the project sponsors on the US$2.764 billion project financing for the development of the 270km North Marmara Motorway Project, Turkey.
    • Represented Rabigh Refining & Petrochemical Company on various project finance, project development and corporate matters, Saudi Arabia.
    • Represented the government of Namibia on the structuring and tendering of five 5MW Solar PPP projects, Namibia.

    • Represented the lender on a AED280 million (approx. US$76 million) Islamic real estate refinancing for a major developer, UAE.
    • Represented the Mandated Lead Arrangers on a secured syndicated AED310 million Islamic real estate financing for Paragon Malls, LLC (owned by Tamouh Investments) for the financing of the construction of Paragon Bay Mall in Reem Island, Abu Dhabi.

    • Advised the Ministry of Commerce & Industry of Afghanistan on the drafting of various commercial laws and regulations of Afghanistan, including the Arbitration Law, Company & Partnership Law, Contract Law, Downstream Petroleum Law, Private Investment Law and various trade laws relating to the country’s accession to the WTO, Afghanistan.
