About Alfred

Dr. Alfred Pollard served as general counsel for the Federal Housing Finance Agency and its predecessor from 2000 to 2021. Prior to that, he worked for financial institutions regarding major legislation and regulations, and was involved in private sector litigation.

Alfred served as the agency representative to the Administrative Conference of the United States and worked across federal and state government agencies and legislatures, as well as federal and state executive offices. He has addressed private industry topics in banking, mortgage, technology, insurance and other fields related to financial services.

Alfred served on the staff of two US senators. He has taught – as adjunct faculty – business law at Georgetown University (27 years), a seminar on law and society at the University of Virginia Law School (four years) and legal topics at the George Washington University Law School and Business School. He is the lead author on Banking Law in the United States (published routinely since 1988).
