About Kevin

Kevin Hoppin is an export controls specialist in the International Trade & Foreign Investment Practice Group. Kevin has more than two decades of experience with export controls involving Direct Commercial Sales (DCS) licensing and Foreign Military Sales (FMS).

Kevin aids clients with US State Department registration, licensing, commodity jurisdiction (CJ) requests, general correspondence and voluntary disclosure submissions, as well as US Commerce Department export classifications and licensing.

Kevin helps clients file Facility Clearance requests with the Defense Counterintelligence and Security Agency (DCSA) of the US Department of Defense. Kevin also aids clients with export controls due diligence activities related to Committee on Foreign Investment in the United States (CFIUS) filings.

Kevin spent nearly six years in two separate assignments as a defense trade analyst/exports agreements licensing officer in the US State Department’s Directorate of Defense Trade Controls in Washington DC. As a licensing officer, he was responsible for reviewing and approving more than 3,000 international agreements with a total value of more than US$44 billion for the export of military technology via the International Traffic in Arms Regulations (ITAR). Kevin also spent an assignment as the US government in-country representative for Air Force programs in Pakistan where he managed US$4 billion in FMS cases.

As a 22-year Air Force veteran, Kevin brings more than a decade of experience as a military pilot and operations supervisor directing air refueling and executive airlift missions. He has led aircrew members in executing intercontinental air refueling and executive airlift missions for the US Air Force. Kevin has flown more than 100 combat and combat support missions and spent several years as a developmental/test engineer.
