Tyler J. Wood

Tyler Wood, a partner in our International Trade & Foreign Investment Practice, is a former senior US Department of Justice (DOJ) official and lawyer with more than 20 years of experience across four presidential administrations in high-stakes national security, foreign investment, regulatory and litigation matters.

He advises clients on Committee on Foreign Investment in the United States (CFIUS) reviews, national security investigations, foreign investment compliance, Team Telecom national security reviews, DOJ’s Data Security Program, supply chain security and Federal Communications Commission reviews of telecommunications infrastructure and government enforcement actions.

Most recently, Tyler served as the deputy chief of compliance and enforcement in the Foreign Investment Review Section of DOJ’s National Security Division (NSD), the department’s career official responsible for compliance and enforcement of CFIUS and Team Telecom matters. In that role, he helped shape the department’s priorities for monitoring compliance and enforcement for CFIUS and Team Telecom matters, supervised a portfolio of more than 200 national security mitigation agreements and served as a principal DOJ representative on significant foreign investment and national security issues. He advised senior government leaders and White House officials on matters involving foreign investment, emerging technologies, telecommunications infrastructure and national security risk.

Tyler played a leading role in some of the US government’s most significant CFIUS compliance and enforcement matters. He oversaw investigations and penalty actions involving violations of CFIUS mitigation agreements, including the preparation and imposition of the largest penalty ever assessed by CFIUS. He also served as NSD’s principal liaison for litigation involving foreign investment review and national security issues and led teams of lawyers handling high-profile matters of national and international significance. As part of these efforts, he was involved in litigation concerning the Protecting Americans from Foreign Adversary Controlled Applications Act and other matters affecting US national security interests, including proceedings before the US Supreme Court.

Before joining the DOJ, Tyler spent nearly a decade at the Federal Maritime Commission (FMC), where he served as general counsel, deputy general counsel and attorney-advisor. As the agency’s chief legal officer, he advised commissioners and senior officials on litigation, competition policy, rulemaking, regulatory enforcement and international transportation matters affecting the global maritime, logistics and supply chain industries. He also served as a principal liaison with the Department of State and other federal agencies, and participated in numerous bilateral consultations with foreign governments and international stakeholders.

Earlier in his career, Tyler served as a special assistant US attorney in the US Attorney’s Office for the District of Columbia, where he represented the US in federal court litigation. He also clerked for Judge Joseph R. Goodwin of the US District Court for the Southern District of West Virginia and practiced law in private practice, representing corporate clients in complex litigation and employment matters.

Throughout his government service, Tyler earned numerous honors, including two Attorney General Awards and multiple Assistant Attorney General Awards recognizing his contributions to national security, foreign investment enforcement and telecommunications risk mitigation initiatives. He is a frequent speaker on national security, foreign investment review and government compliance matters.
