Paul has specialised in energy since his time at British Gas plc in the early 1990s, and has extensive experience covering both fossil fuel and renewable energy projects, dealing with PPAs, energy and green certificate trading, connection and use of system, consents, EPC and operation and maintenance agreements. He was Company Secretary of the Association of Electricity Producers for a number of years.

  • Advising a Fortune 500 global manufacturer and marketer of plastic packaging products in relation to (i) a long-term virtual power purchase agreement and (ii) a Guarantee of Origin (GoO) Certificate Delivery Agreement.
  • Advising EDF Group on energy regulatory matters concerning battery storage sites, private wire arrangements and infrastructure for electric vehicle charging, in relation to EDF’s October 2019 acquisition of British startup Pivot Power, a company specialising in developing high-voltage transmission system connected battery storage sites over an extensive portfolio of projects, across more than 40 locations throughout England – with a total capacity of up to 2 GW.
  • Advising a UK electricity and gas supplier on a bespoke wholesale energy (electricity and gas) trading agreement (WEA) with a trading credit line of £40 million. Negotiating a ROC Trading Master Agreement, EFETs, CSAs, MNA and Security Package, underpinning the trading arrangements in the WEA. 
  • Advising on the development of the 850 MW CCGT Seven Power Station, which included advising on CPO powers for acquisition of land rights  for sections of a 7.5 kilometre gas pipeline as well as applications for water abstraction and discharge licences, s.36 consent  and environmental consents. The project included demolition of an earlier power station building and the construction of new power station in its place next to an operational coal-fired power station.
  • Advising on energy specific aspects of the acquisition of a site for the proposed 850MW CCGT Wyre Power Station development and advising on the s.36 application including advising on a claim from the site vendors relating to deferred consideration.
  • Advising on development agreement and stevedoring agreement for a proposed 50MW biomass Nevis Power station at Newport Docks.
  • Advising Swansea Bay Tidal Lagoon royalty rent provisions in leases of land for the proposed and interaction with CFD pricing.
  • Advising EDF Renewables’ on an agreement for the surrender of a transmission system grid connection agreement, grid connection issues, advising on deferred consideration and related transmission charges and CFD issues in connection with proposed acquisition of a site for a major wind farm development on the Isle of Lewis.
  • Advising Cannock Renewables on purchase of 22 MW wind farm assets on short term and long term PPAs for sale of ROCs, LECs, electricity output and embedded benefits to E.ON
  • Advising EDF Energy Renewables on long term PPA’s and output allocation/MRVNA authorisation agreement for 144MW Fallago Rig wind farm in Scotland and a development/wind protection agreement for a 50MW wind farm extension
  • Advising Julian Hodge Bank on funding for four existing wind farm developments in Scotland and England; reviewing PPAs, Feed-in Tariff Agreements, Grid Connection Agreements and Operating and Maintenance Agreements.
  • Advising Lloyds Commercial Bank on an Invoice Purchasing Agreement for ROCs sold by a major biomass generator under ROC Master Trading Agreements (ROC TMAs).
  • Advising National Grid on the establishment of EnMO’s within day gas commodity market – a European first. The market is now operated by APX.
  • Advising BritNed on a tender for a PPA for back up supplies to cover interconnector outages.
  • Advising Airtricity on the creation of a standard suite of GTMAs, ROC TMA, and ROC Repo Agreements.  
  • Advising Welsh Power on Capacity Market auction and providing legal opinions for SPVs.
  • Advising developer Pure Energy on framework agreement for funding for sub-5MW wind farms and associated accreditation and PPA issues.
  • Advising Yara on a long-term PPA with Sembcorp for on-site generation output.
  • Advising National Grid for a number of years on Ancillary Services procurement, including power purchase arrangements for transmission connected generation, GTMAs and electricity trading option agreements and on related provisions of National Grid's licence, the Grid Code and BSC.
  • Advising Green Frog Power and Carron Energy on negotiations with National Grid to amend terms for STOR provision to make them suitable for long-term contracting and funding to fund development after contract award. Subsequently providing advice to RBS on the effectiveness of the STOR contract of successful tenderer Green Frog Power in connection with a £55 million loan facility.
  • Advising Coventry and Solihull District Waste Company on its NFFO PPA, long-term PPA with Conoco and heat supply agreement with Peugeot.
  • Advising Hazel Capital on bidding strategy for contract for differences.
