A Colombian national, Estefanía Delgado Franco’s practice focuses on complex international disputes conducted under numerous procedural rules, including those of the International Chamber of Commerce (ICC), the International Centre for Settlement of Investment Disputes (ICSID) and the Bogotá Chamber of Commerce (CCB), as well as those governed by diverse legal systems. She has particular experience in disputes involving sovereign states, as well as international commercial arbitration in the construction, infrastructure, telecommunications and energy sectors.

Before joining the firm as an associate, Estefanía worked for four years at the Council of State of Colombia – the country’s Supreme Court for administrative matters – and practiced for over two years as an associate in the litigation and arbitration departments of a leading law firm in Bogotá, Colombia.

  • Representing the Republic of Colombia in Canal Extensia, S.A.U. v. Republic of Colombia (ICSID Case No. ARB/23/1), under the 2005 Colombia-Spain BIT.
  • Representing the Republic of Peru in Operadora Ecológica del Titicaca S.A.C. v. Republic of Peru (ICSID Case No. ARB/23/11), a commercial arbitration before ICSID concerning a concession contract for the construction of a wastewater treatment system in the Lake Titicaca region.
  • Representing the Republic of Peru in TV Azteca S.A.B de C.V. and Azteca Comunicaciones Perú S.A.C. v. Republic of Peru (ICSID Case No. ARB/23/37), a telecommunications sector dispute arising from the Mexico-Peru Free Trade Agreement and a concession contract to roll out a nationwide telecommunications network in Peru.
  • Served as administrative secretary in an ICC arbitration related to construction.
  • Represented a Canadian oil and gas company in an international arbitration administered by the CCB.
  • Represented a UK-based oil and gas company in a domestic arbitration administered by the CCB.
