Begonia Filgueira leads the London Environmental, Safety & Health Practice. Begonia advises general counsel, chief sustainability officers and boards on strategic environmental, social and governance (ESG) risks and how responsible business can mitigate these. She provides expert environmental legal advice to the chemicals, healthcare, FMCG and financial sectors on a broad spectrum of environmental law topics, including land pollution, waste, green claims, climate change litigation, sustainable finance and environmental liabilities in transactions. Begonia has worked as a special adviser to the United Nations and government of Northern Ireland. She is a fellow of the Institute of Sustainability and Environmental Professionals (ISEP).
She started her career in international law firms in London, and now has more than 25 years’ experience advising companies, governments and the United Nations Environment Programme on regulatory law, risk and compliance.
Begonia joined the firm having most recently worked at a multinational professional services firm on several CSRD and CS3D engagements for US- and UK-headquartered global clients. Begonia is dual-qualified as a solicitor in England and Wales and a Spanish abogada. Her extensive legal and commercial expertise places her in a unique position to advise on the application and impact of EU law on both UK and US businesses.
She has advised general counsel and chief sustainability officers on strategic environmental, social and governance risks for several years, including providing legal advice to the food and beverage, financial, energy and maritime sectors. However, her practice also includes providing complex regulatory advice on a broad spectrum of environmental law topics, supporting on regulatory investigations and work on the allocation of environmental liabilities through deals.
Begonia is recognised as an expert in her field and was appointed as a Fellow of IEMA. She has been asked to provide evidence to UK Parliamentary Committees on the impact Brexit could have on the UK environmental regulatory framework. She participated in setting up the new UK environmental regulator, the Office for Environmental Protection.
Begonia has worked with UKELA for several years, including as a UKELA Vice Chair, and Co-Chair of the Devolution and Governance working group. She a particular interest in the circular economy and supporting businesses in their transition to net zero.
