James Konidaris has more than a decade of legal and regulatory experience in communications and technology, spanning the UK, Europe, Australia and the Middle East.

James advises on a broad range of regulatory, policy and commercial matters and disputes, including international and multijurisdictional advice and transactions. He has represented some of the largest companies in the IT, communications, media, financial services, consumer goods and energy sectors, as well as public authorities and not-for-profit organisations.

James is also a committee member of the Australian Chapter of the International Institute of Communications, is co-author of the EU Electronic Communications Code Handbook (Bloomsbury Professional) and is a contributing author to the LexisPSL TMT Practice Note on Radio Spectrum Regulation.

  • Advising a Middle Eastern telecommunications regulatory authority on the review of its licensing framework.
  • Advising a global technology company on various aspects of the EU Commission’s evaluation and review of the regulatory framework for electronic communications networks and services, the EU Electronic Communications Code and the implementation of the net neutrality regulations.
  • Seconded to a Middle Eastern regulatory authority to comprehensively review its communications regulatory framework, undertake a gap analysis of the regulatory instruments in force and prepare compliance tools for use by the authority.
  • Advising a global technology company on issues regarding licensing, regulation and blocking of OTT voice and messaging services in the Middle East and Africa.
  • Advising satellite operators on various regulatory issues, including interference management, frequency coordination and licensing obligations.
  • Advising a multinational energy company on the regulatory issues of switching to OTT voice and messaging services as its sole communications solution across Europe, Asia, Africa, the Middle East and the Americas.
  • Advising a private equity firm on regulatory and competition law issues in its bid to purchase a European telecommunications operator.
  • Advising on emerging issues regarding the use of various communications technologies, preparing briefing material for use in government fora and preparing regulatory and parliamentary submissions.
  • Representing an Australian internet service provider in its successful defence at trial and all appeal proceedings up to the High Court of Australia, the first case in the world brought by a consortium of Hollywood and Australian film and television studios against an ISP alleging the authorisation of copyright infringement of its users.
  • Representing internet service providers in defending numerous judicial review applications of regulatory determinations issued by the Australian Competition and Consumer Commission regarding wholesale access to various telecommunications services.
