Luis Reiter, a partner in our Miami office, has extensive experience in all aspects of governmental and governmental/private finance, having served as bond counsel and represented underwriters and banks since 1980. Luis is recognized by Chambers USA as a leading individual for banking and public finance matters.

His experience includes a wide variety of transactions, both new money and refinancing, including revenue obligations, project finance, general obligations and other tax-based financings, which have financed, among others, airports, seaports, roads and highways, water and sewer facilities, electric facilities, healthcare facilities, sports facilities, housing projects and economic development undertakings. Many of these financings have been structured as variable rate transactions and have involved different forms of credit enhancement.

Luis is a member of the National Association of Bond Lawyers and the American College of Bond Counsel.

Luis has close to four decades of experience acting as bond counsel on airport financings, including multiple financings and refundings for each of the following:

  • The Metropolitan Washington Airports Authority
  • Miami International Airport
  • Fort Lauderdale-Hollywood International Airport
  • The Sanford Airport Authority (Florida), which was one of the earliest public-private partnerships to develop an international airport in the US
