The Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR) govern defense trade from the United States as well as the re-export or retransfer of defense articles and defense services to foreign persons, whether in the United States or abroad. The AECA and ITAR have been in place in their current forms since at least 1976 and remain inherently complex and nuanced. The broad based Government jurisdiction, extraterritorial reach and constantly changing national security landscape require that those who work in the area to maintain a strong foundation in the policies, interpretations and legal pronouncements that apply.
Please join Patton Boggs for this introductory course in the AECA and ITAR. We plan to review the legal underpinnings of the AECA and ITAR, jurisdiction and classification of defense articles and defense services, the implementation of policies and recent pronouncements by the Directorate of Defense Trade Controls (DDTC) as well as general licensing, compliance and related interpretations issued by DDTC. This complimentary program will introduce attendees to the “hows” and “whys” of the process and the documentation needed to successfully comply.
