    The third webinar in our “Avoiding Municipal Bankruptcy” series will focus on fiscal emergencies, AB506 and mediation. We will discuss how mediation has been used in some form or fashion in Stockton, San Bernardino, Detroit and Puerto Rico. Sonia Carvalho of Best Best & Krieger will talk about a municipality’s declaration of “fiscal emergency” and how it can be used to address fiscal distress. Michael Busch of Urban Futures will provide a firsthand look at San Bernardino’s mediation process and its exit from bankruptcy. Dane Hutchings of the League of California Cities will provide an update on its activities. Karol Denniston and Peter Morrison will discuss how to convene a mediation and use the mediation process strategically to avoid a filing or prepare a pre-negotiated filing.
