    The April 10, 2014, P3 Bulletin article “New York Plots Transport P3s as Social Deals Stall” extensively quoted Squire Sanders lawyer Roderick N. Devlin on prospects for P3 projects in NY State.

    In the article Roddy notes that, although NY State failed to reauthorize “design-build” procurement or to authorize the use of P3s in its 2014/15 budget, as many had hoped, the P3 authorization bill could still become law before the end of the current legislative session. If the legislation were to be adopted during this session, Roddy notes that it is transportation P3s that are likely to hit the market first, as opposed to social infrastructure projects. According to Roddy, the “New York Department of Transportation is favorably disposed towards P3, and its capital project plan is well developed.”
