The REACH regulations are designed to promote the safe use of chemicals and products across the EU. Penalties for non-compliance include substantial fines (and in some countries criminal prosecution) in addition to potential reputational issues. Any business that uses, supplies or manufactures chemicals, or imports them from outside the EU is caught by REACH. REACH also applies to chemicals contained in some finished products, so you must comply with REACH if you manufacture or supply articles within the EU, or are importing articles from outside the EU. Although companies exporting into the EU are not directly caught by REACH they may wish to take on REACH obligations which would otherwise pass to their customers in order to maintain market share.
