Appropriations Committee Chief Counsel Joins Squire Patton Boggs

Squire Patton Boggs is pleased to announce that Adam Berg has joined the firm’s global Public Policy practice as of counsel. He previously served as chief counsel for the U.S. House of Representatives Committee on Appropriations.

As chief counsel, Mr. Berg assisted the Appropriations Committee Chair, staff director and all twelve subcommittee chairs during all markups, floor consideration and conference committee meetings. He advised Members and staff on legislative drafting, floor and Committee procedure, budget law, amendment strategy and floor strategy, working regularly with Democratic leadership and committee staff across the House.

In 2017 and 2018, in addition to serving as Appropriations Committee chief counsel for the Democratic staff, Mr. Berg served as minority staff director and clerk of the Subcommittee on the Legislative Branch, helping successfully negotiate with House and Senate counterparts the bipartisan annual appropriations measures signed into law for three consecutive fiscal years. He also wrote legislative and committee report language and conducted oversight of the Subcommittee’s agencies, offices and programs.

Mr. Berg previously served as deputy staff director and counsel for the U.S. House of Representatives Committee on Rules’ Democratic staff where he worked closely with leadership and other committees to develop and execute legislative strategy for the Democratic Caucus.
