Squire Patton Boggs has appointed Thomas Delille PhD as a Partner in its European Public Policy Practice Group in the Brussels and Paris offices. Mr. Delille specialises in EU regulatory and litigation matters, with a strong focus on chemicals and Environmental, Social and Governance (ESG) legislation. He joins the firm from Mayer Brown where he was Counsel in its Public Policy and Regulatory Affairs groups in Brussels.

Mr. Delille advises clients on wide range of regulatory matters at the EU level. He has broad experience of advising both companies and trade associations on matters relating to chemicals and chemicals in products, including REACH and CLP Regulations; he advises numerous clients on ESG related rules, whether concerning products, due diligence or conduct of business matters (such as the EU Corporate Sustainability Reporting Directive; the EU Corporate Sustainability Due Diligence Directive); and he also has expertise in biodiversity-related legislations, especially in the context of the Nagoya Protocol to the Convention on Biodiversity.
Prior to his career at Mayer Brown, Mr. Delille worked in the ECJ (Office of Advocate General Mengozzi) as well as in the European Parliament. He has also worked in a Paris based law firm as well as serving as Researcher in the Centre for European Law at the University of Luxembourg.
Fluent in French and English, Mr. Delille is qualified in Brussels. He holds a PhD in European Union Law (Doctorat), from the University of Luxembourg, with a doctoral thesis on Impact Assessment in the EU, “L’Analyse d’impact en droit de l’Union européenne” (Larcier, 2013). In addition, Mr. Delille has a LL.M from the London School of Economics and Political Science (LSE) and a second LL.M, from the Universities of Luxembourg and Strasbourg.
