Andrew Fields is an associate in our Public & Infrastructure Finance Practice Group. Andrew has significant experience with a variety of taxable and tax-exempt municipal bond structures serving as bond, borrower’s, disclosure and underwriter’s counsel, including but not limited to, general obligation bonds, revenue bonds, certificates of participation, conduit financings, 501(c)(3) bond issuances for private schools and universities and airport facility bonds. Further, Andrew also has experience serving as bond counsel and underwriter’s counsel on various California state agency revenue bond transactions. He has assisted counties, cities and other government entities in the tax-exempt financing process to ensure efficiency and compliance for a wide variety of projects. His experience includes financings secured by project revenues, municipal and state agency leases and certificates of participation.
Andrew also has extensive project finance experience, having advised international construction firms in major public-private partnerships in Louisiana, Georgia and Maryland, as well as having advised sponsors in connection with energy, oil, gas and mining projects in a variety of global regions, and, while seconded to a major Japanese trading company, he advised the client on the development of the largest energy from waste project in the Middle East, and managed the development of multiple major energy projects in Southeast Asia.
Additionally, Andrew has substantial corporate experience, having advised domestic and East Asian clients on mergers, acquisitions and other corporate transactions. Andrew also represents clients in regulatory and lending matters for offices of non-US-based banks, as well as other lenders in California and assists clients in commercial matters including secured transactions, distribution and other agreements.
