Carlos Guzmán Plascencia is of counsel in the International Dispute Resolution Practice. His practice focuses on representing states and state owned entities in investor state disputes and commercial arbitrations, with a particular emphasis on disputes in the sectors of construction and infrastructure, telecommunications, and energy.

Carlos has been involved in arbitration proceedings under the rules of the International Centre for Settlement of Investment Disputes (ICSID), the United Nations Commission on International Trade Law (UNCITRAL), the International Chamber of Commerce (ICC), and the London Court of International Arbitration (LCIA).

Before joining the firm, Carlos was an associate in the International Arbitration group of a major international law firm.

  • Advise Turkmenistan in a US$1.5 billion ICSID(AF) dispute brought by Mobile TeleSystems (MTS) concerning the operation of telecommunication licenses in Turkmenistan.
  • Advise Turkmenistan in Dirk Herzig as Insolvency Administrator over the Assets of Unionmatex Industrieanlagen GmbH v. Turkmenistan, ICSID Case No. ARB/18/35, concerning the construction of grain production facilities and bakeries.
  • Advised Kuwait in a US$240 million, ICSID dispute brought by Rizzani de Eccher, OHL and Trevi, concerning the construction of a major road in that country.
  • Advised a government client in its defense against a US$200 million LCIA, commercial arbitration concerning a contract for the construction of a gas pipeline in a Latin American country.
  • Advised Libya in an €80 million dispute under ICSID Additional Facility rules, concerning diverse contracts for the construction of roads and infrastructure.
  • Advised Indonesia in opposing a request to annul the award issued in Churchill Mining Plc and Planet Mining Pty Ltd v. Republic of Indonesia, ICSID Case Nos. ARB/12/40 and 12/14.
  • Advised Venezuela in Universal Compression International Holdings, S.L.U. v. Bolivarian Republic of Venezuela, ICSID Case No. ARB/10/9, regarding the nationalization of gas compression plants in that country.
  • Advised Venezuela in Saint-Gobain Performance Plastics Europe v. Bolivarian Republic of Venezuela, ICSID Case No. ARB/12/13, regarding the nationalization of a proppant plant.
  • Advised Venezuela in Opic Karimum Corporation v. Bolivarian Republic of Venezuela, ICSID Case No. ARB/10/14, concerning the nationalization of a petrochemical plant.
  • Advised Venezuela in Tidewater Investment SRL and Tidewater Caribe, C.A. v. Bolivarian Republic of Venezuela, ICSID Case No. ARB/10/5, concerning the nationalization of an oil-related services company in that country.
