Pedro Hernández specializes in representing clients on public finance matters with particular emphasis on bond issues in the State of Florida and the Commonwealth of Puerto Rico. Pedro has served as bond counsel, underwriters’ counsel, disclosure counsel and borrower’s counsel in a variety of issues, for both new money and refinancing purposes, including general obligations, revenue obligations, special assessments and other tax-based financings. These transactions have financed, among others, infrastructure improvements, electric facilities, water and sewer facilities, healthcare facilities and seaports.

    In Florida, Pedro has experience as bond counsel, underwriters’ counsel and disclosure counsel in various types of municipal bond transactions including general obligation, revenue obligation, special taxing district and community development district financings. Pedro also has experience serving as borrower’s counsel on education and healthcare financings.

    In Puerto Rico, Pedro has experience serving as bond counsel and underwriters’ counsel for the Commonwealth of Puerto Rico and as bond counsel for Government Development Bank for Puerto Rico and authorities of the Commonwealth including electric utilities and public buildings. Pedro also has experience serving as bond counsel to the Puerto Rico Industrial, Tourist, Educational, Medical and Environmental Control Facilities Financing Authority (AFICA) in a variety of education and healthcare financings.

    • Served as bond counsel to Government Development Bank for Puerto Rico (GDB) in connection with the issuance by GDB of approximately US$4 billion in senior notes issued to refinance and restructure certain GDB loans to Puerto Rico’s public agencies. Awarded the Daily Business Review’s 2012 Dealmaker of the Year award for Public Finance for his involvement in GDB’s restructuring program.
    • Served as bond counsel to Miami-Dade County Expressway Authority in connection with the issuance of approximately US$270 million for the purpose of refinancing and restructuring certain of MDX’s existing debt obligations.
    • Served as bond counsel to AFICA in connection with the issuance of tax-exempt bonds for three universities in Puerto Rico. The bonds were issued to finance the expansion of the certain educational facilities and to restructure outstanding debt.
    • Served as bond counsel and underwriter’s counsel on various new money and refinancing transactions for certain residential community development districts in Florida.
