Gemma Newell is a senior associate in our planning team advising both public and private sector clients on general planning matters, including detailed planning agreements, enforcement advice, carrying out due diligence on land transactions and advising on permitted development rights and certificates of lawfulness.

Gemma also has experience in energy and utility matters, advising a number of district network operators on their statutory powers and energy companies on a wide variety of transactions.

Gemma has significant experience in running planning appeals and assisting advocates at planning hearings and inquiries.

  • Preparing and submitting planning appeals on behalf of various developer clients. Advising and assisting in preparing evidence via all appeal process (e.g. written representations, hearing and public inquiry).
  • Advising on the preparation of evidence both on paper and for hearings in relation to a number of necessary wayleave matters for National Grid Electricity Distribution, Electricity North West, SP Manweb plc and Northern Powergrid.
  • Considering the use of statutory powers under the Electricity Act 1989 and providing strategic advice relating to the compulsory powers available.
  • Assisting in the preparation, submission and confirmation of a Development Consent Order for SP Manweb plc.
  • Negotiating and drafting section 106 agreements in relation to numerous housing schemes for different developer clients.
  • Carrying out due diligence and planning assistance for the acquisition of complex development sites (including a variety of residential, commercial and energy transactions).
