Meagan Rowley is an associate in our Public Policy Practice Group advising state and local governments, public entities and sovereign governments on navigating legislative and regulatory processes. She draws on her understanding of regulatory and policy matters to assist clients in accomplishing their goals at the federal level.

Meagan attended Cleveland State College of Law, where she earned her J.D. with a certificate in health law. While in law school, Meagan served as a managing director of the Global Business Law Review and vice president of the Black Law Students Association. Meagan was also a member of Phi Alpha Delta and the Health Law Society. Meagan earned her B.S. in human nutrition with a minor in psychology from Case Western Reserve University in 2019.
