Kahina I. Scheige

Kahina Scheige focuses her practice on communications law matters, including regulatory and transactional issues involving satellite, US telecommunications regulations, spectrum policy and international regulatory matters.
Kahina is a member of the Federal Communications Bar Association.
- Serving as a member of the legal team of the C-Band Relocation Payment Clearinghouse (RPC), which oversees the cost-related aspects of the transition of space and earth station operators to new frequencies to enable the deployment of 5G services in the US. Kahina advises on matters involving regulatory compliance, stakeholder outreach, publication of RPC documents and website content, and progress reporting, as well as development of RPC policies.
- Drafting and negotiating agreements for domestic and international satellite programs. Kahina advises clients on financial transactions, satellite purchase and launch services agreements, ground station acquisition agreements, as well as radio frequency applications and coordination.
- Advising FCC licensees on licensing matters and serving as FCC regulatory counsel. Kahina’s experience includes advising licensees with applications for new licenses, preparing applications to modify FCC licenses, conducting due diligence reviews of FCC licenses, and preparing and filing applications for assignment of authorizations and transfer of control of FCC licenses.
- Counseling clients with respect to International Telecommunications Union (ITU) regulations and policies.
- Conducting due diligence on legal and regulatory aspects of satellite transactions.
