Jeff Walker represents US and multinational companies, financial institutions and foreign governments on a wide range of litigation, dispute resolution and enforcement actions. His work often involves high-stakes matters before federal, state and local courts, regulatory agencies, and US and international arbitration proceedings.

Jeff’s experience also crosses a broad range of areas, including government and regulatory litigation, contract and licensing disputes, securities and shareholder derivative class actions, cross-border litigation, antitrust/unfair competition, trade secret and intellectual property disputes, and other complex commercial litigation matters. In addition, Jeff has experience assisting public and private companies with government enforcement actions and handling internal investigations.

Administrative and Government Litigation and Enforcement Actions

  • Represented a client before the US Supreme Court and obtained relief from an erroneous jurisdictional dismissal in Riley v. Bondi (2025).
  • Represented a telecom company before the US Court of Appeals for the Ninth Circuit contesting the authority of the Federal Communications Commission to revoke a section 214 certificate.
  • Obtained relief for companies from state tax agencies in administrative appeals.
  • Served as special counsel to the Ohio State Department of Commerce while advising and successfully defending the department in the implementation of the state’s Medical Marijuana Control Program.
  • Represented a company in an internal investigation and enforcement action by the US Bureau of Consumer Financial Protection and other state agencies.
  • Defended companies and executives in SEC investigations and enforcement actions.

Complex Civil and Licensing Matters

  • Successfully defended an activist investor in a case of first impression involving the application and interpretation of Ohio’s “anti-greenmail” statute, O.R.C. 1707.043.
  • Secured injunctive relief in Ohio federal court against a competitor’s misuse of a client’s proprietary product, resulting in favorable settlement for the client.
  • Represented a defense contractor in federal antitrust class action, leading to favorable settlement for the client of all claims against it.
  • Defended a pharmaceutical company as a member of the trial team in bet-the-company arbitration related to a competitor’s challenge to the company’s exclusive rights to a breakthrough hepatitis C virus drug. The arbitration panel ultimately ruled that the competitor had no rights to the drug and was not entitled to any relief.
  • Represented a biotechnology company as a member of the trial team in litigation before the Delaware Chancery Court related to a competitor’s challenge to the company’s exclusive rights to its lead aesthetic product candidate. The company ultimately obtained a favorable post-trial settlement achieving its principal litigation objective – the competitor’s relinquishment of any claims to the company’s product candidate.
  • Represented a technology company in a one-week arbitration related to an earn-out dispute arising from a prior acquisition.
  • Represented a chemical company during a bench trial in Ohio state court arising from a foreclosure and a related lease dispute.
  • Represented various technology and services companies in trade secret litigation in both state and federal courts.

Appellate Practice

  • Defended a global e-commerce company in a class action under the California Resale Royalty Act before federal district court and the US Court of Appeals for the Ninth Circuit.
  • Filed Brief of Amici Curiae in the US Court of Appeals for the DC Circuit on behalf of investors, traders and brokers, and newer exchanges in Nasdaq Stock Mkt. LLC v. Sec. & Exch. Comm’n, No. 20-1181.
  • Filed Brief of Amicus Curiae in the US Supreme Court on behalf of a nonprofit organization in United States Forest Service v. Cowpasture River Preservation Assn., Nos. 18-1584, 18-1587.

Securities and Shareholder Litigation Matters

  • Represented a biotechnology company in obtaining dismissal, with prejudice, of a Section 11 of the Securities Act of 1933 class action.
  • Defended the CEO of a technology company in securities and derivative litigation related to the company’s write-off of goodwill after acquiring a large software company.
  • Represented technology and biotechnology companies in federal securities litigation and SEC investigations.

Cross-border Litigation

  • Won dismissal of foreign government under the Foreign Sovereign Immunities Act and forum non conveniens in the US District Court for the Southern District of New York.
  • Won affirmance of dismissal of the Kingdom of Saudi Arabia by the US Court of Appeals for the DC Circuit under the Foreign Sovereign Immunities Act and forum non conveniens in a government contract dispute.
  • Represented individuals and companies in civil cases brought under the Anti-Terrorism Act and Torture Victim Protection Act.
