About Arthur

Arthur Bottles-Browne is a director in the firm’s International Trade & Foreign Investment Practice Group and has spent over a decade managing multijurisdictional export controls and trade compliance issues on behalf of some of the biggest names in the global defence and aerospace industries, as well as for the UK government.

He has a wealth of practical experience to offer clients, having tackled the most complex trade compliance challenges in both private and public sector environments. Some examples include preparing for and succeeding at compliance visits, being a “one-stop shop” for queries and challenges to navigate UK and EU export controls, building and managing agile export technology control plans, helping non-US companies thrive when managing US technologies, aiding with the “what went wrong?” of preparing UK voluntary disclosures, deft simultaneous management of export control and security issues and advising on the delicate interplay between cloud technology and export controls.

Complementing his time in the public sector, Arthur has extensively operated in multinational settings in which UK, EU and US export control requirements must be applied across global supply chains. He has also gained deep experience of supporting employees in developing and maintaining appropriate controls in security-cleared environments at major global organisations that handle the most sensitive technologies, has helped structure transaction and counterparty screening for effective sanctions compliance at scale and has shaped compliance programmes spanning the UK, the US and Europe by designing robust group compliance strategies and nimble management of cross-border technology flows.

Arthur has developed extensive relationships across the export controls and security communities in both the UK and the US over the course of a proud public service career, and ever since as a go-to interface with regulators on behalf of industry. He is therefore perfectly placed to track fast-moving export controls and trade compliance changes on behalf of clients, as well as to argue on his client’s behalf with a near-insider’s perspective and authority.

Experience

  • Served as export control senior manager for BAE Systems Plc (2022-2026), offering multijurisdictional advice on export control and sanctions matters for Europe’s leading defence company.

  • Served as regional trade compliance lead for the UK and Europe at Northrop Grumman UK (2019-2022), offering full-service trade compliance support to the UK and European businesses.

  • Served in corporate and business export control manager roles at Rolls-Royce (2014-2019), including building a class-leading export control classification tool and end-to-end export control advice,

  • Served as policy lead on US export controls at the UK Ministry of Defence (2012-2014).
