On 31 May 2019, the OECD/G20 Inclusive Framework on Base Erosion and Profit Shifting (the Inclusive Framework) published a much-anticipated update on its work on addressing the tax challenges of the digitalisation of the global economy. The document, Programme of Work to Develop a Consensus Solution to the Tax Challenges Arising from the Digitalisation of the Economy (the Programme of Work), plots an ambitious “road map” towards concluding a new global agreement for the taxation of multinational enterprises.
