About Trevor

Trevor Kellogg is a principal in our Public Policy Practice Group, based in the firm’s Washington DC office. He advises corporations, trade associations, investors and sovereign clients on international trade and investment policy, economic security, market access, geopolitical risk, sovereign engagement and strategic government advocacy. Drawing on nearly a decade of senior leadership experience across the US government and international financial institutions, Trevor helps clients navigate complex trade regulatory and policy environments, anticipate emerging geopolitical and economic developments and advance strategic business objectives.

Prior to joining our firm, Trevor served as chief of staff for the International Trade Administration (ITA) at the US Department of Commerce, where he also performed the non-exclusive functions and duties of the under secretary for international trade. In those roles, he helped oversee a 2,000-person organization responsible for advancing US trade, investment and commercial diplomacy worldwide. He led strategic planning and operations across the agency, driving organizational reforms, operational efficiencies and cross-government coordination in support of US economic and national security priorities.

During his government service, Trevor helped implement several of the administration’s most significant trade and economic initiatives, including bilateral trade and investment agreements, expansion of US commercial advocacy efforts, implementation of AI export strategies, Section 232 trade actions, critical minerals initiatives and policies designed to strengthen US industrial competitiveness and economic security.

Before joining the Department of Commerce, Trevor served as advisor to the president of the World Bank Group, providing strategic analysis and policy guidance on sovereign finance, development policy, debt sustainability, debt transparency, institutional reform and international economic affairs.

Earlier in his career, Trevor served as special advisor for international affairs and assistant executive secretary at the US Department of the Treasury, where he advised senior leadership on international economic policy, investment security, trade enforcement, economic sanctions and global financial matters. His work included supporting the implementation of key trade and investment security measures and US engagement in major multilateral economic forums. He also worked in management consulting, advising corporate and government clients on fiscal management, regulatory compliance and financial risk.
