Squire Patton Boggs Adds Former Senior Commerce and Treasury Official Trevor Kellogg as Principal in Washington, DC

Squire Patton Boggs is pleased to announce that Trevor Kellogg has joined the firm’s global Public Policy Practice as a Principal in Washington, DC.

Mr. Kellogg joins the firm following nearly a decade in senior leadership roles across the U.S. government and international financial institutions. Most recently, he served as Chief of Staff of the International Trade Administration at the U.S. Department of Commerce, where he also performed the non-exclusive functions and duties of the Under Secretary for International Trade, helping oversee a 2,000-person organization responsible for advancing U.S. trade, investment and commercial diplomacy.

During his government service, Mr. Kellogg helped implement some of the Administration’s highest-profile trade and economic initiatives, including major bilateral trade and investment agreements, the expansion of U.S. commercial advocacy, implementation of the Administration’s AI export strategy, Section 232 trade actions, critical minerals initiatives, and efforts to strengthen U.S. industrial competitiveness and economic security. He also led strategic planning and operations for the International Trade Administration, driving organizational reforms, operational efficiencies, and cross-government coordination.

Prior to Commerce, Mr. Kellogg served as Advisor to the President of the World Bank Group, where he advised on sovereign finance, development policy, debt sustainability, and international economic affairs. Earlier, he served in the first Trump Administration at the U.S. Department of the Treasury, advising senior leadership on international economic policy, investment security, sanctions, and trade matters.

“Trevor brings a substantial understanding of how government policy is developed and implemented across the executive branch,” said Public Policy Practice Group Leader Aubrey Rothrock. “His experience leading complex policy initiatives spanning international trade, investment, economic security, and industrial policy will provide tremendous value to clients navigating today's increasingly dynamic global business environment.”

At Squire Patton Boggs, Mr. Kellogg will advise corporations, trade associations, investors, and sovereign clients on international trade and investment policy, economic security, market access, geopolitical risk, sovereign engagement, and strategic government advocacy. He will work closely with the firm's multidisciplinary teams to help clients anticipate policy developments, navigate regulatory complexity, and capitalize on emerging commercial opportunities.

Mr. Kellogg commented on his move to the firm, stating: “I am excited to join Squire Patton Boggs and its outstanding global Public Policy platform. Businesses today are operating in an environment where trade, economic security, industrial policy, and geopolitics increasingly shape commercial decisions. Squire Patton Boggs’ integrated legal and public policy capabilities uniquely position the firm to help clients navigate these challenges and identify opportunities for growth. I look forward to working with colleagues across the firm's global platform to deliver practical, strategic advice to clients around the world.”

His addition follows several recent hires including congressional investigations expert Giancarlo Pellegrini; former State Department official Timothy Lenderking; former Treasury official Anna Morris; Adam Suess, who joined from the Department of Interior; and Capitol Hill veteran Jennifer Goedke. The firm also recently launched a Sovereign Advisory Group.
