Greg Johnson specializes in creative approaches to financing, developing and constructing infrastructure domestically and internationally. Greg’s clients include public agencies, developers, construction firms, project operators, investment and commercial banks and others in project finance transactions across the country and overseas.

Greg has participated as sponsor, design-builder, lender and finance counsel for a number of public private partnership projects for highways, airports, flood control, water and wastewater, military base conversions, national defense facilities, K-12 and higher education and sports facilities.

A major focus of Greg’s practice involves management of multidisciplinary teams to address the complex challenges of major public development and construction of infrastructure projects, including procurement, contract negotiation, finance, project construction and operation, as well as dispute resolution and claims administration.

Greg also counsels international private equity firms regarding the complex challenges of the public infrastructure market in the US.

  • Sponsor counsel to the sole source proponent of a major highway tollway involving the Colorado Department of Transportation and the Colorado Transportation Investment Office.
  • Lead counsel to the design build joint venture for the construction of the Fargo Moorhead Flood Diversion Channel, a US$3 billion public private partnership in cooperation with the US Army Corp of Engineers.
  • Lead counsel to the design build joint venture for the Calcasieu River Bridge project being undertaken as a public private partnership by the Louisiana Department of Transportation and Development.
  • Counsel to a shortlisted consortium for the SR 400 tollway project being undertaken as a public private partnership by the Georgia Department of Transportation and Development.
  • Lender’s counsel for the Phase II component of the Prince George’s County Public School improvement project.

  • Counsel to the private sector redeveloper of Great Hall Project at Denver International Airport main terminal using a public private partnership arrangement with the City of Denver Department of Aviation.
  • Lenders and finance counsel for a proposed private developer of the Gilcrease Expressway Project in Tulsa, Oklahoma, a public private partnership being undertaken by the Oklahoma Tollway Authority.
  • Counsel in connection with a secondary market bid for the acquisition of the Northwest Parkway (Colorado).
  • Counsel during more than 25 years for the redevelopment of the former Fitzsimons Army Medical Hospital into a major healthcare and bioscience research park and the home of the University of Colorado Health Sciences Center. The development is one of the most successful BRAC redevelopment efforts in the country with more than US$7 billion of public and private investment.
  • Counsel to the City of St. Louis in connection with a proposed privatization of Lambert Field, in St. Louis, Missouri, and to the Westchester Airport privatization under the FAA airport privatization pilot program.
  • Finance and lenders counsel for the Automated People Mover Project at LAX.
  • Represented the Regional Transportation District (Colorado) in the redevelopment of the Denver Union Station, an award winning P3 transportation and development project.
  • Special Colorado counsel and bond counsel to the Jefferson Parkway Authority (Colorado) in connection with the design-build-finance-operate-maintain (DBFOM) development of the Jefferson Parkway.
  • Represented private investors and other participants in the P3 redevelopment of several National Laboratories owned by the NNSA and the Department of Energy.
