Squire Patton Boggs advised on the SR 400 Express Lanes Project, which earned recognition in three categories at the 2026 P3 Awards, celebrating excellence in public-private partnerships (P3s).
In the “Best Road, Bridge or Tunnel Project” category, the SR 400 Express Lanes Project was recognized for its scale, innovation and significance to the P3 market. Squire Patton Boggs represented the design-build joint venture comprised of ACS Infrastructure, Acciona and Meridiam on the 56-year project, which will deliver 16 miles of dynamically tolled express lanes, bridge improvements, two MARTA Bus Rapid Transit stations and an advanced traffic management system. Supported by a nearly US$3.9 billion TIFIA loan and a US$3.4 billion private activity bond issuance, the project plays a central role in Georgia’s Major Mobility Investment Program, improving safety, reliability and reducing congestion while supporting local economic growth.
The project also earned honors in the “Best Financial Structure” category, with judges recognizing its sophisticated capital structure and strong execution, setting a benchmark for future large-scale P3 financings.
In the “Best Transportation Project” category, the Georgia Department of Transportation’s SR 400 Express Lanes Project was recognized for its transformative impact on infrastructure delivery. Judges cited its status as the largest transportation P3 ever closed in the United States and a major achievement for the sector.
The firm fielded a multidisciplinary team to support the project, including public and infrastructure finance counsel Gregory V. Johnson, Global Managing Partner Peter S. Gould, corporate partners Naveen Pogula and Daniel G. Berick, Senior Policy Advisor and former Congressman Bill Shuster, public policy partner Austin Harrison, construction and engineering senior attorney Loana Martín, and associates Charli Davis and Andrew T. Fields.
