Among other things, some of the directed actions may present significant constitutional questions that could be litigated and subsequently overturned or blocked.

Enforcing Commonsense Rules of the Road for America’s Truck Drivers

An EO directing the Secretary of Transportation to issue guidance and strengthen licensing requirements to ensure that drivers of commercial vehicles speak English proficiently. A fact sheet on the EO can be found on the White House website.

Restoring America’s Maritime Dominance

An EO directing relevant officials to take a range of actions to strengthen the domestic maritime sector – including developing a Maritime Action Plan, establishing a Maritime Security Trust Fund, reviewing additional authorities to increase investment and instructing the Office of the US Trade Representative to consider imposing duties on ship-to-shore cranes and cargo handling equipment imported from China. Immediate Assessment of Aviation Safety

An EO directing the Secretary of Transportation and the Administrator of the Federal Aviation Administration to review all hiring decisions and changes to safety protocols made during the prior four years, and to take action as necessary to achieve uncompromised aviation safety, including the replacement of any individuals who do not meet qualification standards.

Keeping Americans Safe in Aviation

An EO directing the Secretary of Transportation and the Federal Aviation Administrator to immediately discontinue all diversity, equity and inclusion (DEI) hiring practices. It also directs the Secretary of Transportation and the Federal Aviation Administrator to undertake a review of the past performance and performance standards of all individuals in critical safety positions and take all appropriate actions to replace any individual who has failed to demonstrate the requisite capability.
